Program Management

Since 1993, CTP has provided full-spectrum program management for multiple U.S. government agencies, working in both CONUS and OCONUS locations. Depending on the program objectives, the services provided by CTP include export compliance, staffing solutions, software development, event management, training development and delivery, facility management, equipment procurement, logistics coordination, and program assessment. In addition, we have extensive experience providing services critical to the success of international capacity-building efforts, namely localization, innovation, and, most critically, the development of indigenous capacity.

CTP Inc Program Management

Planning & Monitoring

CTP experts have worked alongside our USG clients since 1993 to develop and deliver customized services, monitor progress against program goals, and interface with clients and experts from cooperating nations. To make these programs work smoothly, CTP works carefully with clients to design specific events, learning progression, and overall program objectives. We also designate short and long-term metrics to measure timeliness and quality across all project phases. From start to finish, our experts track program success by continuously monitoring performance metrics.

Seamless Execution

Since 1993, CTP experts have planned and executed complex projects worldwide. We first work closely with clients to establish strategic goals, timelines, procedures, staffing needs, performance metrics, staffing plans, detailed budgets, reporting requirements, and communication protocols. From the outset, we prioritize clear and effective communication to ensure that every stakeholder has the correct level of information to make decisions, take actions, assess performance, and determine earned value. CTP experts and our leadership team have the program management experience necessary to coordinate the complicated logistical activities that come with international technical assistance programs.

Quality Assurance

By establishing success metrics in the program lifecycle, CTP experts can evaluate in real time how operational components are performing and use these indicators to optimize workflows and mitigate risks. To maintain transparency and cooperation, CTP communicates with stakeholders and clients through scheduled status reports, project reviews, and ongoing analysis. Quality is a core value of CTP, and we work to ensure the highest service standards at every stage of a project. CTP is an ISO 9001: 2015 certified company.

Localization & Customization

The success of the desired program solutions often depends on the modifications made to address the local language, laws, technical readiness, and cultural norms of cooperating countries. Only when this "localization" process is complete can we deploy the program solutions (typically training, organizational development, or software tools) in the desired locales, typically airports, seaports, and border checkpoints.

Innovation & Adaptive Techniques

We try to continually improve our deliverables, adapting our solutions and techniques to meet the needs and expectations of our clients. Training is a good example. While classroom lecture is often an efficient mechanism for covering lots of material other techniques convey essential skills more effectively. Examples include case studies, group exercises, role plays or field activities that boost both comprehension, retention and subsequent utilization of critical concepts. We are proficient in the development of computer based training and micro-learning videos that are accessible by mobile devices. We listen to stakeholders suggestions and promote real-time collaboration.

Indigenization for Enduring Capacity

After delivering hundreds of programs in dozens of countries, we have learned the benefit of customization of solutions built in conjunction with partners.  We work closely with our clients, local leaders, and experts to indigenize training programs of instruction.  CTP engages with local experts and through effective train-the-trainer programs empower partners to carry the work forward in their own country.

Proven Success

CTP experts have supported our USG clients since 1993, delivering professional services ranging from the development and delivery of customized training tools and content to the monitoring and evaluation of critical services and programs. An excellent example is our track record working for the Department of State, Bureau of International Security and Nonproliferation’s Export Control and related Border Security (EXBS) program. We support this effort by assisting cooperating countries in the development of effective strategic trade control systems in five core areas:

  • Laws and Regulations
  • Licensing and Control Lists
  • Enforcement
  • Government-Industry Cooperation
  • Interagency and International Cooperation and Coordination

CTP has delivered hundreds of workshops and multiple conferences in dozens of countries to help the U.S. fulfill its goal of minimizing proliferation of weapons of mass destruction.
