International Program Analyst (Mid)

This project provides support to the F-35 Lightning II Joint Strike Fighter Joint Program Office (JPO) located in Crystal City (Arlington), VA. The JPO manages the development, test, production, fielding and sustainment of the F-35 Lightning II Joint Strike Fighter for the USAF, USMC, USN, and International Partner and FMS customer nations worldwide.

We are seeking a International Program Analyst (Mid) to provide associated support for this project.


Primary Responsibilities

  • Supports the coordination, development, promotion, and implementation a wide array of internal communication products supporting the information needs of F-35 JPO and F-35 Enterprise personnel
  • Serves as the internal communications liaison within the JPO
  • Leverages internal communications products to augment the external Public Affairs program executed by the F-35 JPO Public Affairs Director and Deputy Director
  • Support the Director of Public Affairs and Deputy Director
  • Participates in meetings and supports specified Program Integrated Product Teams (IPTs)



The ideal candidate must be highly organized and motivated and bring the following skills and qualifications:

  • Experience in program management, technical or business analysis discipline; and included in the eight (8) years, there must be at least four (4) years’ experience in program management, technical or business analysis; and included in the four (4) years, there must be two (2) years’ professional experience in technical efforts supporting major weapon systems and components development
  • Experience in DoD or corporate internal communications, public affairs, and/or strategic communications.
  • Exceptional writing, listening, planning, critical thinking, project management and problem-solving skills
  • Demonstrated ability to handle multiple priorities and convey highly complex information in a clear, concise and compelling fashion while maintaining strategic intent
  • Demonstrated ability in creating and managing effective employee and internal communications projects and programs
  • Demonstrated ability to successfully support senior leadership and communicate effectively in a geographically, professionally and culturally-diverse workforce.
  • Ability in crafting executive messaging, managing workplace culture initiatives and promoting a positive culture and system of beliefs and values
  • Demonstrated experience using DoD or corporate social media and websites
  • Creative and collaborative thinker who can bring senior leadership’s vision to life through traditional and non-traditional communications channels
  • Ability to work across a multitude of staffs within the organization and partner with leaders at all levels to drive internal communications programming, respond to emerging situations and explore best practices and new ideas aimed at improving employee engagement
  • Familiarity with DoD Acquisition, Technology & Logistics (AT&L) personnel and program management
  • Experience in or understanding of military aviation operations
  • Experience in a business or technical position supporting strategic planning efforts in major DoD, other government agency, or private sector acquisition program
  • Possess demonstrated experience in Joint Service or international cooperative projects within the DoD or other government agency

Minimum Requirements

  • The Task Order Manager must be an upper-level official with at least a SECRET security clearance.
  • Should have five to eight years of management experience in one or more of the following fields: personnel/performance management; recruiting and retention; demonstrated management and supervision of staff; and/or experience in setting up management, administrative, and financial systems.
  • Experience in recruiting and staffing for cleared USG contracts preferred.
  • Experience overseeing multiple staff members in a USG setting
  • Experience designing, planning, implementing, monitoring, evaluating, coordinating, and reporting on activities to ensure they are efficiently and effectively implemented in a manner that achieves the objectives of USAID
  • Significant experience and understanding of Bureau for Asia, Office of Afghanistan and Pakistan Affairs, and Bureau for Legislative and Public Affairs
  • Understanding of USAID strategy to include health, education, women’s empowerment, agricultural growth and private sector development, and supporting effective and transparent governance
  • Sufficient sector knowledge to assess the qualifications of prospective candidates who will further USAID’s mission
  • Excellent diplomatic and interpersonal skills
  • Excellent writing, editing, document review, and project management skills.
  • Desirable, but not required, is experience managing both bilateral and regional activities
  • Fluency in written and spoken English

Educational and Experience

Bachelor’s Degree or an Associate’s Degree plus 4 years additional specialized work experience

Work Environment

Work is typically performed in an office environment.

Physical Requirements

Largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
