ID/IQ Program Manager

This project provides support to the F-35 Lightning II Joint Strike Fighter Joint Program Office (JPO) located in Crystal City (Arlington), VA. The JPO manages the development, test, production, fielding and sustainment of the F-35 Lightning II Joint Strike Fighter for the USAF, USMC, USN, and International Partner and FMS customer nations worldwide.

We are seeking a ID/IQ Program Manager to provide associated support for this project, including program management for contract personnel in areas such as: FMS Case Management, Analytical Support, Requirements Disclosure Export Licensing, Information Management, Foreign Military Sales, Facility and Infrastructure Management, Travel Management, Quality Assurance, Human Resource Management, Weapon System Requirement Development Support, Design, Development, Production, and Sustainment, Configuration Management Data Management, Operational Support, and Weapon System Acquisition Strategy and Oversight.

The individual will serve a key role in communicating between the USG and the contractor’s team to ensure efficient and effective support and performance in accordance with contract requirements. In this role, the ID/IQ Program Manager will serve as the point of contact with USG program authorities and representatives.


Primary Responsibilities

  • Act as the overall lead, manager and administrator for the contracted effort of ACAT I program or manages across multiple teams
  • Assist with efforts of cross-competency team(s) to include government civilians and contractors at multiple location
  • Regularly brief senior leadership on program status and milestones
  • Supervises contractor personnel program/project operations by developing procedures, planning and directing execution of the technical, programming, maintenance and administrative support effort and monitoring and reporting progress
  • Track program/project status and schedules
  • Apply policies and procedures for financial planning
  • Schedule and coordinate meetings, agendas, boards
  • Analyze program requirements, status, budget and schedules
  • Participate as a member of and/or support the specified Program Integrated Product Teams (IPTs) and IPT directed business meetings
  • Collect, complete, organize and interpret technical data and financial information relating to aircraft acquisition and product programs
  • Draft presentations, in various formats, to present results of analysis
  • Support meeting with IPTs and other JPO contract support personnel



The ideal candidate must be highly organized and motivated and bring the following skills and qualifications:

  • 12 years Defense Acquisitions Management, with 3 years (within the last 6 years), & 5 years in support of a Major Defense Acquisition Program (MDAP)
  • 3 years supervisory experience
  • Experience with aircraft systems, hardware and software, configuration control, test and evaluation, systems integration, and systems supportability
  • Experience in initiating and maintaining technical direction within broad program objectives directly related to aircraft systems, hardware and software, configuration control, test and evaluation, systems integration, and systems supportability
  • Experience managing different phases of weapon system acquisition, including Concept Development, Production and Sustainment
  • Demonstrated knowledge of/experience with implementation of DODI 5000 series
  • Demonstrated ability to work with large and diverse teams and the ability to effectively provide guidance, direction, and supervision in all areas of contracted effort such as program management, systems engineering, major system acquisitions, and financial management
  • Demonstrated experience successfully leading a contract within the DoD environment that exceeded $75M in the last 5 years
  • Possess excellent written and verbal communication skills

Educational and Experience

MS or MA in Business OR BS or BA acceptable with 16 years Defense Acquisition experience

Physical Requirements

Largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
