Foreign Military Sales Program Analyst (Senior)

This project provides support to the F-35 Lightning II Joint Strike Fighter Joint Program Office (JPO) located in Crystal City (Arlington), VA. The JPO manages the development, test, production, fielding and sustainment of the F-35 Lightning II Joint Strike Fighter for the USAF, USMC, USN, and International Partner and FMS customer nations worldwide.

We are seeking a Foreign Military Sales (FMS) Program Analyst (Senior) to provide associated support for this project.

THIS POSITION IS CONTINGENT UPON CONTRACT AWARD.

Primary Responsibilities

  • Act as the recognized authority in the advanced principles of acquisition management, and lead a team in applying knowledge and expertise in acquisition program management to specified programs throughout their life cycles.
  • Be a recognized authority in the acquisition process and areas relating to acquisition policy matters including acquisition streamlining, integrated systems management, manning, best practices and lessons learned.
  • Provide advanced expertise and innovation in interpreting, organizing, executing, and coordinating assignments.
  • Apply advanced principles, theories, and concepts to the exploration of the subject area, definition of scope, and selection of problems for investigation.
  • Support the System Program Director at executive levels within the government and other contractor organizations, including major program reviews, inspections, conferences, and other program evaluations and major milestone events.
  • Interact frequently between the program office, supporting government offices, other contractors, and higher headquarters mid to upper level staff. Is assigned exclusively to support key, critical acquisition programs.
  • Act as the Customer’s subject matter expert regarding principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment of systems, subsystems, and equipment
  • Ensure program is in compliance with all Security Assistance/Security Cooperation (SA/SC) programs to include FMS sales process from case development, implementation, execution, to closure in accordance with the Security Assistance Management Manual (SAMM), DoD 5105.38-MX
  • Assists with responding to Letter of Requests (LOR) and establishing, developing and executing requirements in Letters of Offer and Acceptance (LOA)
  • Assists in coordinating efforts in technical, sustainment and programmatic areas, including program management, systems engineering, personnel management, scheduling, risk management, contracting, acquisition, budgeting/funding, configuration management, integration, testing, life cycle logistics and training

Qualifications

Desired/Preferred

The ideal candidate must be highly organized and motivated and bring the following skills and qualifications:

  • Experience in defense acquisition program management related to weapon systems acquisition and life-cycle management; and a minimum of five (5) years of recent work experience related to international acquisition programs. Possess five (5) years’ experience in DoD aircraft acquisition or at least ten (10) years of aircraft operational experience
  • Familiarity with DoD Instruction (DoDI) 5000.2, DoD Directive (DODD) 5530.03 (International Agreements), and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook
  • Demonstrated knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment of systems, subsystems, and equipment
  • Demonstrated knowledge of the Security Assistance/Security Cooperation (SA/SC) programs to include the understanding of the FMS sales process from case development, implementation, execution, to closure in accordance with the Security Assistance Management Manual (SAMM), DoD 5105.38-MX

Education and Experience

  • Master’s degree in a related field; DoD Acquisition, Engineering, Business Administration

Security Clearance

Must have ACTIVE SECRET CLEARANCE to be considered with the ability to obtain a higher level of clearance.

Work Environment

Work is typically performed in an office environment.

Physical Requirements

Largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Work Authorization
