Export Control Expertise
CTP has been working on export control initiatives since 1993, beginning with our international outreach work on behalf of the U.S. Government, helping foreign governments throughout the world to develop national export control systems. We also began providing services to U.S exporters, helping them develop, install, refine and audit their corporate compliance programs. CTP was founded in 1993 by Thomas Fergus who was a control list expert within the Office of Technology and Policy Analysis. CTP gradually hired several former BIS legal and technical experts to create the strongest pool of private export control expertise in the United States. Our experts are intimately familiar with the Commerce Control List (CCL) and the Export Administration Regulations (EAR), as well as United States Munitions List (USML) and the International Traffic in Arms Regulations (ITAR). While in the government, they adjudicated thousands of jurisdiction and classification queries. Our experts monitor the Technical Advisory Committees (TACs) that gather to suggest and review changes to the EAR, ITAR, CCL and USML.
