Multiple Award Schedule (MAS)

The Multiple Award Schedule (MAS) provides federal customers a streamlined approach to procuring complex professional services requirements. Available offerings under the consolidated MAS are organized by 12 large categories, subcategory and Special Item Number (SIN). Supplies and services can be ordered directly from GSA Schedule contractors or through our GSA eTools, including GSA Advantage!® and GSA eBuy. When using MAS, ordering activities have the opportunity to meet small business goals, while promoting compliance with various environmental and socioeconomic laws and regulations.

OASIS SB Pool 1

One Acquisition Solution for Integrated Services (OASIS) Small Business (SB) are multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contracts that provide flexible and innovative solutions for complex professional services. CTP is a prime contractor under the OASIS SB Pool 1 with contract number 47QRAD20D1028. Details of OASIS Contract include:

  • Span many areas of expertise and mission space;
  • Span multiple professional service disciplines;
  • Allow flexibility for all contract types, including hybrids and cost-reimbursement, at the task order level; and
  • Allow ancillary support components, commonly referred to as Other Direct Costs (ODC), at the task order level.

The core disciplines/scopes of the contracts include:

Prime Contract Vehicles

Export Control and Border Security, Department of State

In 2009, CTP was awarded a five-year indefinite delivery, indefinite quantity contract (IDIQ) with the Office of Export Control Cooperation (ECC). CTP provides program management, training development, training delivery, assessments, and industry outreach functions within this contract.  CTP’s current contract extends through May 2022.

TREASURY/OFAC – Office of Foreign Assets Control

In 2011, CTP was awarded a five-year contract to provide administrative, logistical, and staffing support for outreach efforts by the Department of the Treasury.  CTP’s current contract extends through February 2022.

Mobile Training Team-International Narcotics and Law Enforcement

MTT/INL – Mobile Training Team-International Narcotics & Law Enforcement (INL) – DOS.  CTP operates and maintains the INL West Africa Regional Training Center (RTC) in Accra, Ghana.  This five-year task order under our GSA PSS includes facilities management, development and delivery of customized training, alumni engagement, and Monitoring and Evaluation (M&E) in West Africa to support the West Africa Cooperative Security Initiative (WACSI). The RTC is available to all USG agencies working in the region as approved by the INL program office.  The current contract extends through February 2022

INL/AME

INL/AME – Training Support Services for INL/AME sponsored activities – DOS.  CTP supports INL/AME training activities at the West Africa RTC.  This five-year task order contract includes training, alumni engagement, and M&E support activities in West Africa in support of the INL/AME mission.  The current contract extends through September 2020.

ITQ/NCTC

ITQ/NCTC – PA Invitation to Qualify (ITQ) 86000000-ITQ-78 Criminal Justice Services – Department of Military and Veterans Affairs (DMVA).  Under this contract, CTP develops and delivers law enforcement training to local, state, and federal law enforcement officials at the Northeast Counterdrug Training Center (NCTC) in support of the National Guard’s Counterdrug training program.  The NCTC sponsors law enforcement training activities domestically.

DOD/DSCA

Department of Defense (DOD), Defense Security Cooperation Agency (DSCA), Assessment Monitoring, and Evaluation (AM&E) Security Cooperation Support Services. CTP is a prime contractor under the following functional categories.

  • Functional Category 2 – AM&E Training MA-IDIQ through 9/29/2024
  • Functional Category 3 – AM&E Evaluation MA-IDIQ through 9/29/2024

Other Transaction Agreement (OTA) Vehicles

C5 Consortium

C5 – CTP is a member of the C5 consortium.  The Office of the Secretary of Defense requested that the Army establish a new OTA to address C4ISR and cyber-technology requirements. C5 accelerates the development and deployment of new capabilities to the Warfighter through the use of Other Transaction Authority. C5 gives members an innovative and commonsense acquisition mechanism for development of new technologies and products to meet government customer requirements.  Consortium Management Group (CMG) manages the C5 vehicle.

CWMD Consortium

CWMD – CTP is a member of the CWMD consortium.  The Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) has established an Other Transaction Agreement (OTA) with the CWMD Consortium for use by agencies that have a need to prototype new technologies related to Countering Weapons of Mass Destruction. The consortium is comprised of a mixture of traditional and non-traditional contractors, small businesses, for-profit and not-for profit entities, and academia, representing the key players in the industry.  Advanced Technology International (ATI) manages the CWMD vehicle.

MCD Consortium

MCDC –CTP is a member of the Medical CBRN Defense Consortium (MCDC).  MCDC was formed in response to the Government’s expressed interest to establish an OTA with an eligible entity or group of entities, to include industry, academic, and not-for-profit partners, for advanced development efforts to support the Department of Defense’s (DoD) medical pharmaceutical and diagnostic requirements as related to enhancing the mission effectiveness of military personnel.

Through the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND), the Medical Countermeasures Systems (MCS) Joint Project Management Office is always looking for innovative, safe and effective medical solutions to counter CBRN threats.  The usage of an OTA allows government to partner with the MCDC to leverage cutting edge R&D and develop prototypes from commercial sources.  This gives MCS an agile and flexible way to develop medical countermeasures using new and innovative technology.  Advanced Technology International (ATI) manages the MCDC vehicle.

Sub-Contractor/Team Contract Vehicles

SeaPort NxG

SeaPort NxG – Program Management Support Services under U.S. Navy SeaPort-NxG Contract.  CTP is a subcontractor to ITG.  ITG was awarded a Prime contract for SeaPort- Next Generation (SeaPort-NxG) Indefinite-Delivery/Indefinite-Quantity (IDIQ), Multiple-Award Contract (MAC) for future competition of professional support service requirements. The Department of Defense (DOD) estimates approximately $5,000,000,000 of services will be procured per year via orders issued under the SeaPort-NxG MAC.

DOD states that all of the work under the contracts will fall into two categories: Engineering Support Services (ESS) and Program Management Support Services (PMSS); which are further divided into 29 functional areas.

Army PLS/R-MAS

Army PLS/R-MAS – U.S. Army Human Resource (HR) Solutions Personnel Lifecycle Support (PLS) and Recruitment-Management & Administration Support (R-MAS) Services IDIQs.  CTP is a subcontractor to Quality Innovation, Inc. (Qi2).  These ten-year multi-award IDIQ contracts with combined contract ceiling of $7.6B.  HR Solutions’ proven business practices facilitate timely awards of cost-effective task orders supporting a wide variety of programs critical to Soldiers, civilians and their families.  HR Solutions provides high quality services leveraging the capabilities of twenty-nine (29) proven prime contractors awarded IDIQ Multiple Award Task Order Contracts under two distinct products:  Personnel Lifecycle Support (PLS) and Recruiting-Management & Administrative Support (R-MAS).
