CTP recently delivered a one-week training program on Employing Special Techniques in Transnational Organized Crime Investigations (TOCI) to delegations from Ghana, Burkina Faso and Senegal at the West Africa Regional Training Center (RTC) in Accra, Ghana. Held on December 9-13, 2013, the course provided participants with an opportunity to apply specialized techniques to effectively detect and investigate suspected transnational organized crime activity. Using real-world case studies and threaded scenarios, the TOCI training developed specific skills needed to successfully conduct controlled deliveries, undercover meetings, surveillance and other covert operations. Program participants were actively engaged and enthusiastic, commenting that the practical training methodologies would enable them to immediately apply these specialized skills.
CTP manages the West Africa RTC in support of the Department of State Bureau of International Narcotics and Law Enforcement Affairs Anti-Crime Office (INL/C). This program delivery represents one week of INL/C’s six week Advanced Transnational Organized Crime Investigation series. In just under a year, our Regional Training Center (RTC) in Accra Ghana has held twenty activities for the sponsor organization, U.S. Department of State’s Bureau of International Narcotics & Law Enforcement Affairs (INL), and four more events for other USG agencies. Already, we are making plans already for a slate of 20+ West Africa regional programs in 2014.
Not only have we have expanded our staff and boosted our technical capacities to meet the demand, CTP is arranging to lease additional space in the same building. These efforts and activities are all contributing the West Africa Cooperative Security Initiative (WACSI), aiming to stabilize the region and reduce transnational crime in Africa. Just since July, we have worked with our USG counterparts to plan and manage the following workshops at CTP’s Accra facility:
- Financial Investigative Criminal Analysis (FICA)
- Counter Narcotics Agent Training
- Financial Investigations (FI)
- Opening an Office of Professional Responsibility
- Transnational Organized Crime Initiative (TOCI)
