Europe & Eurasia
CTP's international roots are deepest in Europe and Eurasia, where we have worked extensively since 1994 to assist over two dozen European nations in developing their national export control and border security systems through customizing and deploying software suites, conducting hundreds of training activities, and organizing conferences. Working with local subcontractors and non-government organizations, we provide powerful, customized training and tools to thousands of government and private sector experts. Senior-level exchanges to build commitment and awareness of proliferation challenges and the requirements of United Nations Security Council Resolution 1540, integrity awareness; legal, regulatory, licensing, control list and enforcement training; and customization and deployment of a suite of software tools have formed the basis of our experience in this region.
In one typical example, CTP engaged with Moldovan officials over the course of several years to build awareness of the need for a robust export control system; to establish licensing infrastructure; to customize, deploy, and upgrade a product identification tool to support enforcement at the borders; to train licensing officers on control lists and risk assessment; and to provide localized software to process license applications.
CTP has also worked with new countries such as Kosovo, Montenegro, and Macedonia, often within months of their sovereignty. CTP experts have even consulted individually with the drafters of foreign export control legislation to assist them in closing loopholes and ensuring adherence to international best practices.
In Ukraine, a small delegation instituted a working relationship with Ukraine's State Service on Export Control, cooperated with a local NGO, and with minimal embassy support conducted numerous export control training workshops for the Ukrainian government, including legal, regulatory, control list, licensing, industry-government, and others. As a result of CTP's engagement, Ukraine passed export control laws, built and delivered customized internal control programs, and converted to the EU model control list.
In this region, CTP has worked in Albania, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Estonia, Georgia, Hungary, Kosovo, Latvia, Lithuania, Macedonia, Malta, Moldova, Montenegro, Poland, Romania, Russia, Serbia, Slovakia, Slovenia, Turkey, and Ukraine.
