Ballard Troy, a Senior Analyst/Instructor and Physicist, spent 15 years within the BIS in a variety of technical positions prior to joining CTP. He was one of the primary authors of the landmark Composite Theoretical Performance control parameter for computers. This work streamlined the license decision process on computers for both government and industry. Mr. Troy also participated in the COCOM negotiations pertaining to computers. Prior to his work at Commerce, Mr. Troy spent 12 years with NASA at the Goddard Space Flight Center and 10 years the Naval Research Lab. Mr. Troy received a B.S. in Physics from Duke University. Mr. Troy is an expert in commodity classification, licensing, and has trained export control officials in the U.S. and abroad.
