As CEO, Mr. Fergus oversees all CTP initiatives, notably the development and deployment of trade and security training/software. A former licensing officer for the U.S. Departments of Defense and Commerce, Mr. Fergus has used his knowledge of licensing systems to design and build many of the computer-based software tools currently used by the Departments of Commerce and State to train foreign licensing and other export control officials. The tools include the Licensing Officer Instructional Simulation (LOIS), Classification Search Tool, Internal Control Program (ICP), and Product Identification Tool (PIT). He is also a recognized expert on all the major international control regime lists as well as the U.S. and International Munitions List. Mr. Fergus has established and manages CTP's contractual relationships with NGOs throughout the world in support of critical USG programs.
