Howard "Doug" Evans has approximately 28 years service as a Federal Law Enforcement Officer and leader/manager in three Federal agencies as well as four years experience as a state/local law enforcement officer. Prior to his retirement from Federal Service in 2003, Evans held numerous positions of leadership within Federal agencies, including positions as Assistant Special Agent in Charge, Resident Agent in Charge, and Senior Special Agent. As a Senior Special Agent, he was responsible for developing and working highly significant cases which lead to seizure of criminal assets valued at multi-millions of dollars and prosecutions for violations involving illegal export of weapons/technology, terrorism, smuggling of multi-ton quantities of narcotics into the United States, international money laundering, and import/export fraud. Since his retirement from Federal service, he has delivered training and conducted assessments under the auspices of the U. S. Department of State ATA and EXBS Programs in over twenty countries. Mr. Evans has designed, developed, and delivered training to domestic and foreign government officials on subjects such as Industry Outreach Compliance, Export/import controls, Administrative Enforcement of Export Control Laws, Weapons of Mass Destruction (WMD) Proliferation Awareness, anti-smuggling enforcement strategies/ techniques, anti-terrorism enforcement strategies, Police Executive Role in Combating Terrorism, Vital Installation Security, VIP Protection, Surveillance Detection, Instructor Development, Targeting and Risk Management (as it relates to export controls and counter terrorism strategies), Narcotics Smuggling, Undercover Operations, Money Laundering/Financial Investigations, Mentoring, and Integrity Awareness/Anti-corruption Strategies. Within the U. S. he has taught Mentoring/Leadership Development at NASA and the Defense Threat Reduction Agency. Evans is currently a certified instructor for the U. S. National Institute of Ethics.
