Dale Barone is President of CTP and manages a variety of CTP operations and planning functions including strategic planning, program management, and quality assurance and control. Additionally, Mr. Barone directs the development and deployment of CTP software tools and related training programs in countries around the world. Mr. Barone has extensive experience in creating, managing and operating quality control and quality assurance programs in both the government and private sector. While at the US Dept. of Commerce, Mr. Barone was a principal on BXA's Total Quality Management Team and received training in multiple aspects of quality control and quality management.  Mr. Barone was central to the BIS/OIP Quality Action Team and helped formulate and monitor CTP's Quality Assurance Plan. For the past fifteen years, Mr. Barone has effectively implemented and managed partnerships and teaming agreements with dozens of consultants and subcontractors under a variety of tasks for CTP. His background in quality assurance and his expertise in team-building techniques makes him particularly well suited for managing and interacting with CTP teammates and subcontractors within an IDIQ Contract environment. Prior to joining CTP in 1994, Mr. Barone served as the Director of Information Resources Policy and Planning (IRM) for the Bureau of Export Administration (BXA).  He was the central architect of the automation component of the Foreign Technical Assistance (FTA) program, which provided automation consulting services, equipment and training to the governments of Belarus, Kazakhstan, Ukraine, and Russia. For his innovative work and leadership within the Foreign Technical Assistance program at the US Dept. of Commerce under funding provided by the Nunn-Lugar Cooperative Threat Reduction Program, Mr. Barone received a Gold Medal from Commerce, the Department's highest award for meritorious service.
