Dave Claybaugh has 20 years experience in the management of technical projects, product development, and training development and delivery. Since 2003, Mr. Claybaugh has served as program manager for several prime contracts in direct support of the Department of State's (DOS) Export Control and Related Border Security (EXBS) Program-a prime contract under the Department of Commerce (DOC) and a Blanket Purchase Agreement (BPA) under the DOS. Under these contracts, Mr. Claybaugh is responsible for overall contract and program management for all activities from the proposal stage to completion of issued task orders. These contracts also necessitate the management of teammates and domestic and international subcontractors to fulfill the requirements of issued task orders. Over the past five years, Mr. Claybaugh provided oversight of hundreds of training workshops, customization projects, and development projects. Under his leadership, CTP received "Excellent" ratings from the DOC under their performance-based contract. Mr. Claybaugh has also led numerous software development efforts, for example the Product Identification Tool (PIT), and has served as an instructor for multiple National Control List training activities. Prior to joining CTP, Mr. Claybaugh served for nine years at NCT Group, Inc; his last position being Vice-President of the Flat Panel Speaker division. At NCT, Mr. Claybaugh managed the engineering, manufacturing, marketing, sales, and distribution of over 50 new products, including consumer electronics, communications software/hardware, and commercial/industrial system solutions. From 1985 through 1991, Mr. Claybaugh served as an electrical engineer serving the Naval Surface Warfare System command leading a team of civilian engineers and support contractors in the development of advanced signal and image processing system solutions. Mr. Claybaugh holds an M.B.A. from the University of Maryland, an M.S. in Electrical Engineering from The Johns Hopkins University, a B.S. in Electrical Engineering from the University of Notre Dame and a B.A. in Mathematics from St. Vincent College.
