Joe Chuchla joined CTP after 31 years of federal government service in international operations and management. Until 1999, he held the position of Director of Nuclear Technology Controls within BIS's Office of Nuclear and Missile Technology Controls. In this capacity, he managed the programs that generated the U.S. positions and policy on dual use commodities and technologies regarding the Nuclear Suppliers Group. Prior to this, Mr. Chuchla was Director of the Electronic Components Technology Center in the Office of Technology and Policy Analysis Department of Commerce with responsibilities for development and administration of international controls. He served as the chair of the U.S. Technical Task Group for Sensors and Lasers and also as the Commerce Member of the U.S. Delegation to COCOM and the Wassanaar Arrangement. Before joining Commerce, Mr. Chuchla was a senior engineer for the Naval Air Systems Command in the area of countermeasures, infrared and night vision, and was responsible for a major segment of the Foreign Weapons Evaluations Program for the Navy and Marine Corps. Mr. Chuchla received his B.S. in Physics from Lebanon Valley College and his M.S. in Marine Science from Long Island University. Mr. Chuchla is an expert in commodity classification and licensing and is an experienced lecturer.
