Dr. Chuck Buehler is a specialist in international development and training projects. His career features an integration of technological, human factor, and change management expertise. He has extensive experience in the field of data automation, particularly the design of complex data systems for tracking agency level performance. His areas of specialization include: assessment and tuning of human capital organizations, creation and management of capacity building programs, facilitation of change management processes, and the development and delivery of cross-cultural and multi-lingual training activities. Dr. Buehler has broad experience with the Department of State's "Automated Export Control Tracking System" (TRACKER), including large-scale international implementation, integration and customization. Dr. Buehler has served numerous federal agencies as a management consultant and was previously a Professor of Sociology at SUNY. He earned a B.A. in Psychology from LeMoyne College, and an M.A. and Ph.D. from the University of Notre Dame.
